The forecast identifies markets where home prices will continue to drop as well as stable markets with opportunities for growth.</p>

<p>These top markets include some, such as those in Texas, where good home prices increases are likely once the economy improves, and others, notably in New York, where poor economic prospects make future price gains less likely.</p>
<p>&#13;</p>
<p>âEven our âtopâ markets don&#8217;t yet show price increases; rather, they&#8217;re markets where prices will be steady,â said Ingo Winzer, president and founder of Local Market Monitor. âSignificantly, we now see Santa Ana-Anaheim among those markets, with Los Angeles not very far behind, as demand for housing from population growth absorbs excess inventory in Southern California.â</p>

   Orlando-Kissimmee, FL&#13;<br />
   Phoenix-Mesa-Scottsdale, AZ&#13;<br />
   Portland-Vancouver-Beaverton, OR-WA&#13;<br />
   San Jose-Sunnyvale-Santa Clara, CA&#13;<br />
   Stockton, CA&#13;<br />
   West Palm Beach-Boca Raton-Boynton Beach, FL&#13;<br />
âAlthough an actual turnaround in home prices won&#8217;t happen until after the economy achieves better growth, further large decreases will mainly be confined to markets in Arizona, California, Florida and Nevada,â said Winzer. âThese markets represent where massive overbuilding took place.â&#13;</p>

<p>Local Market Monitor also recently released its latest National Economic Outlook, which comments on the overall predicted behavior of the US economy and national housing industry. According to the summary:&#13;<br />

<p>  Delinquency rates on credit cards have now been flat for three quarters at 6.5 percent. With commercial real estate loans souring rapidly, banks will expand credit card lending as their best bet for profits. &#13;<br />
   The employment situation has stabilized at 132 million jobs, down 7 million since 2007. This is a turning point that will encourage renewed, albeit cautious, spending.&#13;<br />
   A recovery in the housing markets and a pick-up in home prices is still a long way off. Overall, national home prices in the third quarter of 2009 were down 5 percent from a year ago. Expect to see a further 5 percent decrease in home prices during the next 12 months, with double-digit decreases in some markets.&#13;<br />

These top markets, where home values are expected to remain level, are among those markets that did not have a big housing boom.  Home prices in these areas are generally below the US average and reflect where the recession has so far had a relatively mild impact. &#13;</p>
<p>&#8221;These are markets that did not have a large boost in home prices over the last few years and therefore, even though the economy is doing poorly, no adjustment in prices has been necessary,&#8221; said Ingo Winzer, president of Local Market Monitor. &#8220;Steady economic growth and price appreciation have helped these markets remain stable.&#8221;</p>

These markets, which are expected to have the largest declines in home values over the next year, are also among those that previously had the biggest price booms. This was attributed in large part to speculative buying, including the repercussions of inflated housing construction on the local job market and investor portfolios.&#13;</p>
<p>&#8220;We&#8217;re going to see prices fall below equilibrium in many of these markets,&#8221; said Winzer. &#8220;Prices are going to continue to decrease in some of these markets for several years before they really stabilize.&#8221;</p>

<p>Many people, when they are considering investing in real estate, check out local and national housing forecasts for an idea of the real estate âweatherâ.Â However, this last decade has seen an unprecedented real estate cycle â a housing collapse that was widely unpredicted (widely in the sense that many, MANY people bought homes that they could not afford in hopes of cashing in on wildly exploding home prices) and a recovery that cannot be portended by a forecast based on the cycles of the past.</p>
<p>The market goes in cycles; that is not to be questioned.Â The problem is that the mid-2000s saw the spectacular ongoing explosion of the housing market like the American public has not seen before or since.Â Doesnât that say something to you?Â Doesnât it say, âPerhaps there are more aspects to this situation than were present with other recessions and dips in the market!â? </p>
<p>The financial analysts and real estate experts are out in *droves*, looking for the article or the book that they can sell to the American public because it has ALL the answers.Â However, you would think that all these learned people would be so expert as to point their radar in the same direction, which is manifestly not the case.</p>
<p>The market is going up!</p>
<p>You fool! The market is going down!</p>
<p>No, the market is stagnating!</p>
<p>The market is recovering!</p>
<p>No, no, noâ¦ the market hasnât hit bottom yet!</p>
<p>It kind of points you to the fact that NONE of them know what the market is really going to do, when itâs going to recover and who is going to be the last one blamed. </p>
<p>The only thing we know is that right now, home values and mortgage rates are historically low and that buying today is eventually going to pay off.Â However, no one can say for certain when that is.Â The circle of real estate life doesnât make regular email updates to these analystsâ Gmail accounts. </p>
<p>In conclusion, donât base your real estate investing pattern after any of the real estate forecasters.Â Take a look at the market.Â Take a gander back a ways and explore historical highs and lows.Â Do some number crunching in your target market.Â Youâre going to go a lot farther by doing some impartial real estate research for yourself and your home market than by relying on what Joe Real Estate Expert says.</p>

<p>Retail sales: by watching the gross sales of retailers, you can predict if they&#8217;ll be able to pay rent, and how the property as a whole will perform.  In 4th quarter 2009, sales began to go up again, and that could be the saving factor for rental rates and occupancy rates in Hawaii.</p>
<p> </p>
<p>Retailers expanding and contracting: The biggest surprise is that Luxury retailers, along with best sellers, discount retailers and apparel and department stores, showed an increase in sales.  Stores such as Neiman Marcus and Nordstrom had about a 4.5% increase in sales.</p>
<p> </p>
<p>Shopping Center statistics: We&#8217;ve been seeing a drop in tenant sales that increases as you get further away from the core of Honolulu, and interestingly enough, Landlord revenues have gone up slightly.  We&#8217;ve also been seeing Landlord expenses go down as owners buckle down to get through the year.</p>
<p> </p>
<p>Vacancy Rates: Compared to the West Coast, Hawaii is in good shape, but when we look at the neighbor islands, you see rates jump to as high as 11.53%. It is definitely a Tenant&#8217;s market, as we&#8217;ve seen rental rates drop from  to -3 in a short period of time.</p>

<p>2010: Expect a slight increase in vacancy, we&#8217;re predicting 4.5%, as well as a 5% increase in sales.  Not quite up to 2008 sales yet, but we&#8217;re getting close.</p>

<p>Expanding Retailers:</p>
<p> </p>
<p>Slides 11 and 12 list Tenants who have opened in 2009, spent money, made the investment, and took the risk. These are very few and far between.</p>
<p> </p>
<p>Ideas for Landlords:</p>
<p> </p>
<p>The key is to create momentum, and increase advertising. Hire merchandising consultants because most Tenants are not capable of producing great storefronts.  They could gain a lot from a professional consultant. Twitter campaigns are working for impulse daily specials, such as a restaurant tweeting a daily special.</p>
